The purpose of the Bridge Hydraulics is to enable practising engineers to conduct a competent hydraulic analysis of the flow through a bridge waterway. This analysis may be part of the design of a new bridge or an analysis of an existing structure to determine the backwater to see if it significantly exacerbates flooding upstream. It may be necessary to produce a mathematical or computer model of the flow of the river. Most of the published work relating to bridge hydraulics is contained in relatively obscure research publications that are not readily available to practising engineers. Some general texts on hydraulics (e.g. Chow, Open-channel Hydraulics) summarize parts of this research, but because of the need for brevity, only cover one of about four possible methods of analysis. Frequently one of the other methods would be more suitable. None of the existing publications guide the reader as to which method to use under what circumstances, or bother to explain the factors involved in bridge hydraulics and why they are so important. Thus engineers who are not specialists in this field (and even those that are) struggle to analyse and design bridge waterways effectively. The text contains a number of examples of spreadsheet layouts which have been developed for solving specific design problems using a variety of techniques. Examples are drawn from different areas of design using a range of materials and a number of Codes of Practice. Most design routines can be simplified by use of a spreadsheet and the aim of this text has been to illustrate the techniques that are available so that the methods can then be applied to other problems. Structural Engineering design consists of a mixture of solving equations, ensuring that limiting conditions are obeyed, selecting values from tables or graphs and a study of the effects of the use of trial values. All these processes can be handled by the use of a suitable spreadsheet function or formula. The book shows that many of the standard charts used by Engineers can be replaced by a spreadsheet. For example all the charts used for the design of reinforced concrete columns, short or slender and subjected to either uniaxial or biaxial bending, can be replaced by a single spreadsheet. Charts for beam and slab design are treated similarly and also replaced by spreadsheets. Many of the examples in the text use the equations and restrictions quoted in the relevant British Codes. The time taken to develop a spreadsheet layout suitable for a particular problem will obviously depend on the complexity of the problem but most of the layouts provided throughout the text were developed in a few hours.

This volume and its companion volume includes the edited versions of the principal lectures and selected papers presented at the NATO Advanced Study Institute on Optimization and Decision Support Systems in Civil Engineering. The Institute was held in the Department of Civil Engineering at Heriot-Watt University, Edinburgh from June 25th to July 6th 1989 and was attended by eighty participants from Universities and Research Institutes around the world. A number of practising civil and structural engineers also attended. The lectures and papers have been divided into two volumes to reflect the dual themes of the Institute namely Optimization and Decision Support Systems in Civil Engineering. Planning for this ASI commenced in late 1986 when Andrew Templeman and I discussed developments in the use of the systems approach in civil engineering. The ESIS-Technical Committee 9 on Concrete was established in 1990 and has met seven times. A proposal was put to European and extra-European laboratories entitled "Scale effects and transitional failure phenomena of reinforced concrete beams in flexure" which lead to several positive responses. The central topic discussed by the committee was that of the minimum reinforcement in concrete members. The minimum amount of reinforcement is defined as that for which "peak load at first concrete cracking" and "ultimate load after steel yielding" are equal. In this way, any brittle behaviour is avoided as well as any localized failure, if the member is not over-reinforced. In other words, there is a reinforcement percentage range, depending on the size-scale, within which the plastic limit analysis may be applied with its static and kinematic theorems. Carpinteri, Ferro, Bosco and El-Katieb propose a LEFM model, according to which reinforcement reactions are applied directly on the crack surfaces and a compatibility condition is locally imposed on the crack opening displacement in correspondence with the reinforcement. The theoretical model is found to provide a satisfactory estimate of the minimum percentage of reinforcement that depends on the scale and enables the element in flexure to prevent brittle failure.
